Don’t Let a 24/7 Detox Clinic Change Our Neighborhood Forever.

The North Valley has a long history of peaceful, residential living. The recent acquisition of Casa de Rosa by Haven Health Management threatens to replace a low-impact senior home with a high-intensity Behavioral Health and Addiction Recovery Center.

SENIOR CARE TO PSYCH CRISIS: Alameda neighborhood is at risk

Proposed Changes to Casa de Rosa Facility

Our neighborhood is currently facing a significant transition regarding the Casa de Rosa facility, and it is vital that we act now to protect the character of our community. While the facility currently operates under a "Shelter Care" permit, the new owners are seeking a revised Special Use Permit (SUP) to transform the site into a high-intensity Mental Health and Medical Facility.

There is a major legal and practical difference between "Shelter Care" and a "Medical Facility." We believe the proposed use exceeds what our local infrastructure can handle. If this revision is approved, we can expect our neighborhood to change forever.

Why We Must Unite and Oppose

Safety Concerns

Corporate Track Record

Corporate Track Record

Haven Health’s own marketing lists "Suicidal thoughts," "self-harm," and "acute psychiatric symptoms" as criteria for their patients. Our residential streets are not equipped for the emergency response and security needs of a high-risk medical facility.

Public records and employee reviews highlight "unsafe conditions," "poor management," and a "money-before-patients" mentality. We cannot trust this operator to protect our community’s well-being.

Incompatible Land Use

Converting a residential-scale property into a high-intensity commercial medical facility fundamentally changes the character of the North Valley and threatens your home’s value.

Incompatible Land Use

Increased Traffic & Noise

Incompatible Land Use

A "Mental Health Facility" is legally distinct from a "Nursing or Rest Home." The County has stated this use is not allowed under current zoning.

Increased Traffic & Noise

Increased Traffic & Noise

Increased Traffic & Noise

Unlike a quiet retirement home, a detox facility requires frequent medical deliveries, 24/7 staff shifts, and emergency vehicle arrivals.

Operational Instability

Increased Traffic & Noise

Increased Traffic & Noise

Reviews of Haven Health Management facilities nationwide cite high staff turnover and chaotic environments. A poorly managed facility increases the risk of patient elopement (leaving without authorization) into our neighborhood.

Our Goal

We are not necessarily opposing the mission of care, but we are opposing the location and the intensity of this specific plan. A residential neighborhood is not the appropriate setting for a high-traffic clinical institution. We are asking the city to deny the SUP revision and hold the developers to the strict definitions of our current zoning laws.

The Legal Argument

The current Special Use Permit was issued in 1975 for the "Little Brothers of the Good Shepherd." It was intended for long-term residential care, not acute medical treatment. We are working with legal counsel to ensure Bernalillo County enforces the strict definition of the current SUP.

Information is our best defense. Join us to discuss the specific legal differences between "Shelter Care" and a "Medical Facility" and help us coordinate our strategy.

The most effective way to influence the decision is to put your objection on the official record. Send a brief email to the Planning Department stating your opposition to the permit revision for this specific property. Mention that a high-intensity medical facility is inconsistent with the current residential zoning and will create an undue burden on our local infrastructure.

Make your voice seen as well as heard. Placing a sign in your front yard is the most effective way to show the County—and the developers—that our neighborhood stands united. These signs act as a constant visual reminder that we are committed to protecting our residential zoning and will not accept a high-intensity medical facility in the heart of our community.
